ITSL Solutions Wants to Replace Microsoft and Fax Machines in the Swedish Public Sector

The Sundsvall-based companyITSL Solutionsis building a digital, sovereign open-source platform and has 25 government clients, 10 million kronor in new funding, and Region Skåne on its client list. But the company’s starting point is a problem that many believe is a thing of the past.

Despite years of digitization, many government agencies, regions, and municipalities still rely on older systems to manage confidential information. Strict requirements for security, data storage, and legal compliance often prevent modern cloud services from being fully utilized, while organizations remain stuck with expensive and difficult-to-maintain solutions. In some cases, faxes or manual processes are still used to ensure that sensitive information is transmitted in a legally compliant manner.

For the public sector, the challenge is being able to share confidential information securely and legally between organizations. This sometimes leads to absurd situations, such as the orthopedic surgeon who has his wife drive the medical records to the hospital so he can make it on time. ITSL Solutions aims to solve this problem with a platform built on open source code and support for the SDK protocol.

– We want to do away with the fax machine and let municipalities own their own digital information.

At the same time, the debate over digital sovereignty is gaining momentum in both Sweden and Europe. An increasing number of public sector organizations are questioning their reliance on global technology providers for critical communications and information management. ITSL Solutions sees this as an opportunity to offer an alternative that allows customers to retain control over their data and digital infrastructure.

“We’re outcompeting Microsoft—in parentheses—in a confidential function,” says Fredrik Jonasson.

The second round of the BizMakers incubator program

Fredrik Jonasson is in his second stint atthe BizMakers Business Incubator. The first time was withIT-Säkerhetsbolaget, which he ran at the time with his brother Patrik. This time, the experience is different.

“I knew pretty much exactly how to get started. The first time, I didn’t have a clue,” he says.

Above all, the incubator has helped the company navigate the Swedish investment ecosystem, from Almi and innovation grants to regional funding. The biggest turning point came when the first development version failed. ITSL Solutions scrapped it and started over.

– It cost a million in development expenses—basically all the money we had at the time. But it took courage, and it was the right thing to do.

Toward 2030 and the New Word of the Year for 2027

The company has just raised 10 million kronor in a new round of financing. Region Skåne is a new customer, and decisions on several other procurement contracts are pending. The long-term goal is to reach SEK 150 to 200 million in revenue by 2030, and for what Fredrik Jonasson calls “hubsa” to become the new word of the year in 2027. The verb describes the act of sending information legally, appropriately, and securely, without having to think about it.

“The dream is for ‘hubsa’ to be named the new word of the year in 2027. By then, everyone will know what it means,” says Fredrik Jonasson.
