Sweden prepares a national GovTech incubator, starting in Västernorrland

The public sector needs better access to innovative solutions. That is whyBizMaker, together withBron Innovation, is launching a preliminary study to develop a model for a national GovTech incubator for startups, with the aim of strengthening the connection between public sector organizations and innovative companies. The preliminary study has now been granted funding byVinnova.

GovTech is about solutions that enable public sector actors to work smarter, faster, and more sustainably. Many startups have innovations that could be very useful, but the path to implementation is often long and complicated. The preliminary study aims to help lower the barriers and make collaboration easier.

A Swedish model based on European experience

The preliminary study will develop a model and tools that incubators throughout the country can use to work more systematically with GovTech. The work is based on European experiences, not least the EU-wide GovTech incubator GovTech4All, but is adapted to Swedish conditions and needs.

"We have long seen the potential in GovTech, but Sweden lacks a common structure. We want to create something that makes it easier for both startups and public actors to collaborate and test new solutions," says Cecilia Nordlund, business advisor and project manager at BizMaker.

At least eight organizations from the public sector and the innovation system will be invited to participate in the work and contribute their perspectives.

"We see a great need to create structured pathways for collaboration between the public sector and innovative companies. The goal is to develop a concrete and practical model that can quickly take ideas to the testing and implementation stage," says Hanna Wallin, innovation manager at Bron Innovation and operational project manager for the preliminary study.

For BizMaker, this initiative is a way to support long-term social development.

“GovTech is fundamentally about strengthening society. When businesses and the public sector come together in the right way, both innovation and the chances of solutions actually being used increase. This preliminary study is an important first step toward a national structure that will stand the test of time,” says Regina Duymaz, incubator manager at BizMaker.

When the preliminary study is completed in the summer of 2026, it will deliver a finished program design, an implementation plan, and a basis for decision-making for the next phase. If the model works, Sweden can take a stronger position in European GovTech cooperation and create better opportunities for startups to contribute to society.
